Inspectors General sounds like someone directly translated from French but mixed up the grammar So as always, English is hanging between Francais influence and Deutscher-linked base, like Absalom between heaven and earth.

Just a guess but probably cuz Inspectors are what they are, for general purpose. They’re not generals who are inspectors.
