Taking note of the degree they control the economy of the global hegemon it’s only logical to assume that they can manage the crisis timeline somewhat to fire it off when they are more or less ready.

What this basically means is that the Oligarchy has gotten most of their affairs in order to profit off the collapse and are getting ready let er rip.
