I feel I should know what these are, but my memory is fuzzy.
Are they roughly the circumference of your neck?
I’ve a strong feeling they’re adjustable collar stays (which would explain the snaps and the fact they taper at the ends). Not the small inserts for collar points, but a vintage version of this (meant to keep the upper crease crisp):
Yeah, sorry, I thought at first they were 3 separate, tapered lengths, but looked again and realised it’s one long looped steel.
It’s still almost certainly not related to hoops, but I dunno what it is.

Nope, they are about 3, 5, and 6 feet long. They are made of spring steel and have 3 snaps at each end.
