Urban Dictionary is usually a great source for non-Americans trying to understand the show, but I sometimes come across terms like this where the definition is simply referencing the 30 Rock line that I don’t get.

I infer he means like a pet dog that has killed a chicken once and goes feral (or just won’t stop sneaking off to kill chickens.)
A dog that is known as a chicken killer could end up being “euthanized” either by the famer whose livestock the dog ate, by the county animal control officer, or by the owner.
I know many farmers, and they all agree, there’s only one way to deal with a chicken killing dog. 😞
