The verses don’t feel like they reach a cadence at all and it’s unsettling.

It feels very unresolved, but in my opinion that makes for a perfect transition into You Never Give Me Your Money and the medley.
I dunno, jumping from an F# note in C#m to an A note in A minor is a bit jarring.
